If you rent out property in Barnsley, you are legally required to have a valid Electrical Installation Condition Report — an EICR. This is not optional. Since July 2020, all private landlords in England must have an EICR carried out on their rental properties by a qualified electrician, and the rules apply whether you have one flat or a portfolio of twenty.

This guide covers everything Barnsley landlords need to know about EICRs, including what happens during an inspection, what the results mean, and what you need to do to stay compliant.

What Is an EICR?

An EICR is a detailed inspection and test of the fixed electrical installation in a property. That includes the consumer unit, wiring, sockets, light fittings, and any hardwired appliances like electric showers and cooker circuits.

The purpose is to identify any electrical faults, deterioration, or non-compliance with current wiring regulations (BS 7671) that could pose a risk to the people living in the property. It is not just a visual check — the electrician uses specialist testing equipment to measure earth loop impedance, insulation resistance, and RCD trip times at every circuit.

The Legal Requirements for Barnsley Landlords

Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, you must:

Have an EICR before a new tenancy starts — the report must be in place and shared with the tenant before they move in.

Renew it at least every 5 years — or sooner if the previous report recommends an earlier re-inspection date.

Give a copy to your tenant within 28 days — new tenants must receive a copy before moving in. Existing tenants must receive a copy within 28 days of the inspection.

Give a copy to the local authority within 7 days — if Barnsley Council requests it, you have 7 days to provide the report.

Complete any remedial work within 28 days — if the EICR identifies Code 1 (danger present) or Code 2 (potentially dangerous) observations, you must have them fixed within 28 days, or sooner if specified.

What Happens If You Do Not Comply?

Barnsley Council can issue fines of up to £30,000 per breach. They can also arrange for remedial work to be carried out themselves and bill you for it. Beyond the fines, if a tenant is injured by an electrical fault in a property without a valid EICR, the legal and insurance implications are severe.

It is not worth the risk. An EICR is a relatively quick and affordable inspection that protects both you and your tenants.

What Does the EICR Process Involve?

A typical EICR for a standard Barnsley rental property — say a two-bedroom terrace in Wombwell, a flat in the town centre, or a semi in Darfield — takes between two and four hours depending on the size and condition of the installation.

The electrician will need access to the consumer unit and every room in the property. They will test each circuit individually, check earthing and bonding, inspect the condition of the wiring at accessible points, and test every socket and light fitting.

The property needs to have the electricity supply live for testing, and the tenants should be made aware that circuits will be switched on and off during the inspection.

Understanding the Results

An EICR does not give a simple pass or fail. Instead, the electrician records observations using a coding system:

Code C1 — Danger present. An immediate risk to anyone using the installation. This needs urgent action, sometimes on the same day.

Code C2 — Potentially dangerous. Not immediately dangerous but could become so. Must be fixed within 28 days.

Code C3 — Improvement recommended. Not a compliance issue, but an upgrade that would improve safety. These are advisory and do not need to be actioned for the EICR to be considered satisfactory.

FI — Further investigation required. The electrician has found something that needs a closer look, which might involve opening up part of the installation to inspect the wiring.

If there are no C1 or C2 codes, the overall result is Satisfactory. If there are any C1 or C2 codes, the result is Unsatisfactory and you must arrange for the faults to be rectified.

Common EICR Findings in Barnsley Rental Properties

Barnsley has a large stock of older rental properties — terraces in areas like Goldthorpe, Bolton-upon-Dearne, Wombwell, and Cudworth that were built long before modern wiring standards existed. Common issues include:

Lack of RCD protection — older consumer units without residual current devices. This is one of the most common C2 findings and usually requires a fuseboard replacement.

Deteriorated wiring — particularly in properties that still have original rubber or lead-sheathed cables from the 1950s-70s. This may indicate a full or partial rewire is needed.

Missing earthing or bonding — supplementary bonding in bathrooms and kitchens is often missing in older Barnsley properties.

Overloaded circuits — extra sockets or heaters added over the years without upgrading the circuit capacity.

HMO Requirements

If your Barnsley property is a House in Multiple Occupation, the same EICR rules apply, but you should also be aware that HMOs have additional electrical requirements. fire alarm systems, emergency lighting, and additional socket provision for each letting may all need to be in place and tested.
