EICR Certificates for Landlords
An Electrical Installation Condition Report is the cornerstone of landlord electrical compliance. Since June 2020, every private rented property in England must have a valid EICR before new tenants move in, and the certificate must be renewed at least every five years.
The inspection covers your property’s fixed wiring — the cabling, sockets, switches, fuseboard, earthing and bonding. Mat will test every circuit for insulation resistance, earth fault loop impedance and RCD response times. Each item is graded using standardised observation codes:
- C1 (Danger present) — an immediate risk. The circuit or installation must be made safe before the property can be let.
- C2 (Potentially dangerous) — a fault that requires urgent remedial work. A C2 observation means the EICR is unsatisfactory.
- C3 (Improvement recommended) — not a fail, but a recommendation for improvement. Common in older properties.
- FI (Further investigation) — Mat has identified something that needs more detailed testing before a final assessment can be given.
If your property receives any C1 or C2 observations, the overall result is unsatisfactory. You are legally required to complete the remedial work within 28 days (or within the timescale specified by your local authority) and provide evidence that the work has been done. Failure to comply can result in fines of up to £30,000 per property.

What Happens If Your Rental Property Fails an EICR?
A failed EICR is not the end of the world — it simply means remedial work is needed before the installation can be signed off as satisfactory. Common reasons for EICR failures in Rotherham rental properties include:
- Outdated fuseboards without RCD protection — extremely common in properties built before 2008
- Deteriorated cable insulation in older wiring circuits
- Missing earthing or bonding connections to gas and water pipes
- Damaged sockets or switches with exposed live parts
- Bathroom installations that do not meet current zone regulations

Fuseboard Upgrades for Rental Properties
One of the most common reasons a rental property fails its EICR is an outdated fuseboard. If your property still has a rewirable fuse board, an old-style MCB board without RCD protection, or a consumer unit that shows signs of heat damage, it will almost certainly need replacing.
A modern consumer unit upgrade brings your property’s electrical protection up to current 18th Edition wiring regulations. This means dual RCD protection across all circuits, surge protection (required since 2022 in new installations), and proper circuit labelling. The upgrade typically takes half a day for a standard property and causes minimal disruption to tenants.
Smoke and Carbon Monoxide Alarm Regulations
Since October 2022, landlords in England must ensure that smoke alarms are fitted on every storey where there is a room used as living accommodation, and carbon monoxide alarms are fitted in any room containing a fixed combustion appliance (such as a gas boiler or open fire). The alarms must be tested and confirmed working on the day each new tenancy begins.
While battery-powered alarms meet the minimum legal requirement, we recommend mains-wired interlinked alarms for rental properties. They are more reliable, cannot have batteries removed by tenants, and will all sound together if any single unit detects smoke or CO. This gives better protection for your tenants and demonstrates a higher standard of care if a claim ever arises.
HMO Electrical Requirements
Houses in Multiple Occupation have additional electrical safety requirements beyond standard rental properties. These include fire alarm systems with detection in all escape routes and habitable rooms, emergency lighting in corridors and stairwells, and more frequent EICR inspections (typically every three years rather than five, depending on your local authority).
