What Is the Difference Between a Partial and Full Rewire?

The terms get used loosely, so let’s be clear about what each one actually means.

A full rewire means stripping out every cable in the property and replacing it with new wiring that meets current BS 7671 regulations. Every circuit is new — from the meter tails and consumer unit right through to the last socket and light fitting. The old wiring is removed completely.

A partial rewire means replacing some circuits while leaving others in place. For example, you might replace all the lighting circuits and the consumer unit but keep ring final circuits that are in good condition and test satisfactorily. Or you might rewire the ground floor of a property but leave the first floor wiring that was upgraded more recently.

The key distinction is that a partial rewire keeps some existing wiring in service, while a full rewire replaces everything.

When Is a Full Rewire the Right Choice?

A full rewire is usually the right approach when:

The wiring is very old — If the property still has rubber-insulated, lead-sheathed, or fabric-covered cables, all of it needs replacing. These materials degrade over time and cannot be relied on for safety regardless of how they test today.

The property has never been rewired — Many homes in Rotherham built before the 1960s still have their original wiring. If nothing has been upgraded in 60+ years, a full replacement is the only sensible option.

Multiple circuits have problems — If testing reveals insulation resistance issues, missing earthing, or inadequate protection on most circuits, the cost of fixing them individually often approaches the cost of a full rewire anyway. At that point, starting fresh makes more financial sense.

Ripping them out and replacing them would be wasteful.

The property is relatively modern — Homes built from the mid-1980s onwards typically have PVC-insulated cables that may still be in good condition. If testing confirms they’re safe, a targeted upgrade of the consumer unit and any weaker circuits might be all that’s needed.

Budget is a genuine constraint — A partial rewire costs less than a full rewire because less work is involved. If the wiring assessment shows that some circuits are safe and compliant, addressing only the problem areas can bring the installation up to a safe standard at a lower cost.

You’re preparing to sell — If an EICR has flagged specific issues that need resolving before sale, a targeted partial rewire to address those items may be more appropriate than a full rewire that the new owner might want to do differently.

Access is limited in parts of the property — In some properties, certain areas are very difficult to rewire without major structural disruption — solid concrete floors, for example. If the wiring in those areas tests well, it may be better to leave it and concentrate the rewire where access is straightforward.
